Bill of Sale for Car & Personal Property

In California, a bill of sale is not strictly required to transfer a vehicle, but it is strongly recommended. No notarization is needed; the title transfer is handled through the California DMV.

In New York, a bill of sale (Form MV-912) is required to register a privately purchased vehicle. No notarization is needed, but the buyer usually needs it plus the sales-tax form.

In Texas, ownership transfers with the signed title and Form 130-U. A bill of sale is recommended as proof of sale and is not required to be notarized.

In Florida, a vehicle bill of sale is strongly recommended and a Notice of Sale (HSMV 82050) helps release the seller from liability. No notarization is required for the bill of sale; ownership transfers through the properly signed title, then the buyer titles at a tax collector or license plate agency.

In Illinois, a bill of sale is recommended and the private-party tax form (RUT-50) is required. No notarization is needed; the transfer is completed with the signed title.

In Pennsylvania, vehicle title transfers must be signed before a notary or authorized agent. This makes Pennsylvania one of the few states where a notary is effectively required for a vehicle transfer.
